När det gäller mig (Tonkin och Ici) så står jag själv för all design och grafik. Jag tänker ut den grafiska looken och skapar den själv.

Sen är det bara för Khyber Pass att hosta upp $ och trycka spelet. 8)

Jag samarbetar naturligtvis med dem och tar in synpunkter på spelsystemet. Men de är nöjda med mitt grafiska arbete och är nog ganska glada att slippa göra det själva. Så, visst kan de påverka men ansvaret ligger hos mig.

Operation points: The gas of the game

What limits both players are the operation points, which can never be more than 20 for each player. This represents not only the resources but also the political will. For example, when politics are starting to go downhill for the French player through riots and coup attemps, so does the upper limit of operation points. When the military starts to understand that their government intends to cut loose Algeria, their will to go out there and fight and die vaporates. France starts with 10 points and for each game turn it increases by one, so by mid-57 the full power of French resources are pouring in.

FLN collects their resources by contesting or controlling as many regions as possible. The figure shown in each region represent, among other things, the population density. So a figure with a "x3" after it has three times as many people living there as those with a "x1". The amount of operation points FLN receives from a region is equal to that population number. The more spread out and well established FLN is the more dough it will collect.

Political chits: The engine of the game

Political chits represent important occasions which influenced the outcome of the war. Both players have 28 chits each which will keep them going until the end of 1961 (4 game turns each year). Each chit can only be played within a 3-year span (for example 1956-58), so they can't be played before or after that.

You start with 9 chits and mathematics say that the risk of not having or drawing a chit in time is bigger early in the game than later. Therefore you may choose 4 and draw the other 5 randomly. You will also draw 2 chits from your opponent, and you draw them from his/hers remaining 19 chits. You have to play those two instead of your chits, during the last years of those chits. Your opponent does not know which two you have drawn and can't plan accordingly. But he/she does know that they will be played late and when they are he/she will receive a "double-move" regarding political chits (well, so will you when your opponent plays yours two chits).

Before you play your chit you will first draw a new one, except Winter game turns. This means that the amount of chits in your hand will decrease by one every year and thereby increase the risk of missing a chit late in the war (this only compensates for the otherwise low risk in the late war).

If you have been forced to pass you will have one chit more than your opponent during the next game turn, which will increase your chance to play then. If you haven't played all 28 by Fall 1961 there will still be 4 game turn left to play the remaining ones (if they can be played) during 1962. I will discuss what the chits do in the next discussion.

Population statuses

The Moslem population in each region show their allegiance through the region's population status marker (one marker for each region). The marker moves up and down a scale that runs from "0" (pro-FLN) to "20" (pro-French). Recruiting Faileks (FLN fighters) in a region is cheaper when the marker is on the FLN half (0-10) and vice versa when on the French half (11-20). A region will also be able to support (supply) more Faileks when between 0-10.

A marker will move both ways due to political chits and through insurgency / counterinsurgency. It will move towards FLN due to successful FLN attacks (because of French retribution) and if the last Failek is killed in a region (they return home to villages and start political work instead). It will move towards France due to infiltration (causing FLN purges through disinformation). Infiltration can't be done, though, before the political chit of "Infiltration" is played.

Each marker will also show the region's political level (by turning and flipping the marker). Through insurgency and counterinsurgency, a player can change the political level from "FLN-level", through "Purge level" and "Activist level" to "Support level". When FLN conducts insurgency in a region, the marker changes (turns/flips) one step towards "FLN-level" and at the same time moves one step towards pro-FLN on the 0-20 scale. It's vice versa if France conducts counterinsurgency. If a region reaches the poltical level of "FLN-level" it will, at least, move the marker down to slot "10" (it can't be "FLN-level" and at the same time be on the French half of the scale). "Support-level" will move the marker, at least, up to slot "11".

"FLN-level" will also mean: a) that FLN may recruit an extra Failek in that region (one less may be recruited if in "Support-level"). This will boost or starve the FLN's ability to grow. b) that it will not move towards pro-French due to political chits (and will not move towards pro-FLN if in "Support-level"). This is a way of securing a region to your side. c) that the last Failek in a region may not be found by French units (representing the FLN political cadre). Keeping a Failek in a region enables FLN to recruit there. But killing it and clearing the region will also cause the region to move one step towards FLN. d) that it will be more difficult for French units finding the Faileks (and easier if in "Support-level"). This is important when it comes to the combat part.

Victory though referendum?

An important aspect of the population statuses is how they will decide the referendums. You can either win, as French, by controlling every region or, as FLN, causing French rule to collaps. But both players can also win by winning the second referendum which deals with the question of independence.

The French public marker starts at "20" on a scale and moves towards "0" (people get fed up with the war) through the play of certain political chits. When it reaches "0" a referendum takes place. The first one will occur during midgame and it will affect the political landscape, but the second one will decide the game.

Each population status marker will be somewhere on the scale that runs from "0" to "20". Three dice are rolled for each region. The result is compared to the number the population status marker is placed on. If the result is equal to or above that number then the Moslems in that region have voted for independence. If it is less than the number then they have voted for staying with France. The side that wins a region gets a number of votes equal to the population symbol (1-3) there. A winner will emerge after all regions have been rolled and all votes have been counted.

This is the major reason why it is so important to make those population status markers move in your direction during the game.

Pied-noirs: The edge of the abyss?

There is the "Population statuses", which show how pro-FLN or pro-French the Moslems are, and you have the "French public" scale which eventually will end the game. Then there is the "Pied-noirs' feelings" scale. It also includes the "Government crisis" scale since they are connected. Through some of the political chits the marker will move down from "Mild acceptance" on the "Pied-noirs' feelings" scale to "Government crisis" (passing "Neutral suspicion", "Strong dislike", "Angry protests", "Disgust & Contempt" and "Violent demonstrations").

When it reaches "Government crisis" then the marker on the "Government crisis" scale will move down one slot. First it will be "Charles de Gaulle", then "Barricade week", "Coup attempt", "Evian talks" and finally "Collapse" (which is a FLN victory). Each one of them (except "Charles de Gaulle") are bad news for the French (declining French will and increasing chaos). So, for the French, it is important to act quickly on the ground when everything is smiling towards you (1957-59) and try to get a second referendum and an end of the game before the "Government crisis" marker reaches some really bad politics.

Each time the marker moves down one slot on the "Government crisis" scale the marker on the "Pied-noirs feelings" scale will be reset. The first time on "Strong dislike", the next time on "Angry protests" and so on. It will be a shorter and shorter distance for the "Pied-noirs" marker to reach "Government crisis" after each turn around.

Normally the "Government crisis" marker will not reach "Collapse" if all political chits are optimally played, but if you play your chits wisely it is quite possible. There are two ways for FLN and the French to, once in the game, slightly adjust the "Pied-noirs" marker in your favour (which might save the game for you). For the FLN, it is when two certain results, regarding the "French public" marker, happens in a row. For the French, it is when you have managed to decrease FLN presence on the map to a certain level. So, if politics go badly, start fighting and do it quickly.
