Control or contest

Troops are needed by both players. FLN needs Faileks (their units) in order to make attacks on the civil society and to contest or control regions. France needs troops to kill Faileks. Presence of French troops do not make France control regions or deny FLN any contest or control. This might sound strange but the French units in the game were intervention troops whose job was not to garrison but to hunt down and kill the FLN (and through this way, of course, influence the fact who will control a region).

There were about 500,000 troops in Algeria, but the units on the map will only sum up to around 100,000 men. The rest had garrison duty and covered the country in a grid type system. The troops are represented in the scale called "Troop density" scale, where the marker will move from "0" to "4" through the play of French political chits (the ones which say "Reinforcements"). The number represents the number of 100,000s (so "4" is 400,000 men). This number is added to the population symbol in a region (which represent not only the amount of Moslems there but also the inherent garrison and gendarmes from start) in order to get a "Garrison value" there.

FLN will therefore control a region if they have more Faileks there than the garrison value. France will control a region if the garrison value is, at least, twice as high as the number of Faileks there. If neither player controls a region it is contested.

Troops: The force of the game

After Both players have received their operation points, played their political chits and adjusted all the scales, it's time to get new troops. FLN may recruit new Faileks in regions where FLN are present. If the FLN status marker is somewhere between 0-10 on the scale and the population marker for the region, where FLN wishes to recuit a new Failek, also is somewhere between 0-10, then the cost for a Failek is a 0,5 operation point. If both markers are between 11-20 then it will cost 2 points. In any other case it is 1 point.

FLN may not recruit more Faileks than the population symbol in that region. If the region is in FLN level then FLN may recruit one extra. If it is in Support level then the maximum number is one less. If Tunisia, Morocco and/or West Africa are independent then FLN may recruit up to the population symbol there and always to the cost of 0,5 operation point.

France brings in units in three waves. The first bunch arrives in 1955. The French player rolls a die each game turn to see how many of them will arrive (all the remaining ones arrive in Fall-55). Then another bunch arrives in 1956 with the same procedure. The last ones arrive during the four game turns after Tunisia and Morocco have become independent. Each unit costs 0,5 operation point to bring in which means that the French player will have a limited amount of points to spend on other things before midyear 1957. The French player can also, during this phase, flip up units on the map which earlier have received hits in combat. Each flip costs 0,5 operation point.

Movement: The position of the game

There are two kinds of regions in Algeria. First you have the large "Wilayas" which in their turn are divided into smaller regions. FLN Faileks (units) may freely move around within a Wilaya, but must stop as soon as it moves into a region across a Wilaya border (only one Failek per game turn may move from one Wilaya to another Wilaya), or into any region where there are no Faileks already.

There is no movement cost to enter regions as long as it is not controlled by France. In that case it will cost one operation point per failek (but after a few Faileks entering the region it will become contested and free of any movement cost).

As FLN moves "overland" the French units will stick to the road network. Units can move, with no cost, wherever they wish as long as they follow the roads. With the exception of mechanized, a unit will have to pay one operation point if it is forced to pass (not just enter) a region which is controlled by FLN.

FLN marker: The FLN logistics

There is a last scale which is adjusted by the play of political chits. That is the FLN marker. It starts on number "4" and will move upwards towards "20" by French political chits and vice versa through FLN chits. The marker does two things. First, FLN subtracts a number of operation points (in the beginning of the game turn) equal to the number of which the marker is placed on. Secondly, when FLN wishes to make an attack, they first have to roll 3 dice. In order to proceed with the attack (a check of the FLN ability to plan and to carry out the logistics of the attack) the sum of those 3 dice must be equal to or more than the number of the FLN marker.
