Not too far from the truth, though to be fair, he is very professional in that he has a clear idea on what focus a game has. If things start to veer off his vision, he steps in to steer things right, and if a major problem crops up, he doesn't leave it to the developer to resolve it.

Another way to look at the developer role is that the designer is doing the game he has always dreamt of doing, while the developer is to ensure that the game becomes financially viable, and not just some vanity project of the designer that the game company has to pay the bills for. As pointed out, it is extra important in this situation that designer and developer are on the same wavelength, or the relationship is likely to end in tears.
